Statement on Garbage, Recycling, and Lawn Waste Collection Service Issues with Contracted Hauler, Lakeshore Recycling Systems
Over the past several months, the City of Riverside has received numerous reports from residents regarding missed collections, as well as ongoing customer service concerns with our contracted hauler, Lakeshore Recycling Systems (LRS), formerly Johnson County Refuse. The service our community has received has not met the expectations of the City and, based on documented complaints and enforcement actions, has consistently not aligned with the performance standards outlined in the City’s contract. The City has made repeated efforts to work with LRS to resolve these issues and improve the reliability of service, including:
- Created an online service issue reporting form that automatically notifies both City staff and LRS management of reported service problems.
- Maintained records of service complaints to document recurring performance issues.
- Communicated resident complaints directly to LRS and requested corrective action.
- Issued contractual penalties to LRS for insufficient service performance.
Despite these efforts, LRS’s performance issues have continued. As a result, the City of Riverside has determined that terminating its contract with LRS to be in the best interest of the community. The City will be working on securing a new hauler that can consistently meet the needs and expectations of the Riverside community.
We recognize the frustration these service disruptions have caused and appreciate the patience of our residents who have taken the time to report issues and assist us in documenting ongoing concerns. Additional information regarding the transition to a new provider and any impacts to service will be communicated through our social media and website as it becomes available. In the meantime, LRS will still be responsible for the regularly scheduled collection. We sincerely appreciate your patience as we work through this transition.
